Newist/Cesa 7 By-Laws

| NAME: |
The name of this organization is Northeastern Wisconsin In-School Telecommunications (NEWIST). |
| MISSION: |
NEWIST will provide instructional television (ITV) services to schools in northeastern Wisconsin. NEWIST will also serve as liaison for member schools with the Wisconsin Educational Communications Board (ECB) and with the Department of Public Instruction (DPI). |
| SERVICE AREA: |
NEWIST's service area is defined as those schools within the viewing area of WPNE-TV and WHRM-TV east of Highway 51. |
| SERVICES: |
Among its services to schools shall be: 1. Distribute program guides, schedules, newsletters and other materials relative to ITV; 2. Provide training in the effective utilization of ITV through visitation and parent/teacher programs; 3. Provide participation in the ITV selection process through FutureView, Teacher Advisory Committee(s) and Wisconsin FirstView and Wisconsin LastView; 4. Provide leadership in the evaluation of new technologies as to potential instructional use and effectiveness; 5. Develop and/or produce television materials; 6. Provide liaison with other telecommunication technology providers; 7. Provide liaison with local, regional, state and national educational and professional organizations; 8. Maintain the NEWIST lending library; 9. Provide tape dubbing service to the extent allowed by copyright; 10. Develop partnerships with business, industry and community-based organizations. |
| GOVERNMENT: |
NEWIST will have an Advisory Board of up to twenty voting and five ex-officio members, constituted as follows: · Up to five voting members will be from each of the CESAs 7 and 8, and three voting members from CESA 6. These will be the CESA administrator or his/her designees and additional representatives. · Two voting members will be from the Green Bay Catholic Diocese Department of Education and/or Catholic schools. · One voting member will be from area Lutheran schools. · Up to four voting members-at-large who, by virtue of their interest and/or experience as teachers, supervisors, AV specialists or other, are especially qualified to serve. · One non-voting representative from the technical colleges in the area, with the post rotated between Northeast Wisconsin Technical College, Fox Valley Technical College and Lakeshore Technical College. · One non-voting representative from the Educational Communications Board. · One non-voting representative from the Department of Public Instruction. · One non-voting representative from Northeast Wisconsin Educational Television Productions. The term of Advisory Board members will be for three years, beginning in July, and will be so arranged that one-third will terminate each year. Executive Committee: The Executive Committee will consist of one representative from CESA 6 and CESA 8, the CESA 7 administrator and the NEWIST Advisory Board Chair and Vice-Chair. Representatives will be designated by the full Board. Duties of the Executive Committee will be to make emergency decisions and handle matters on short notice when it is not feasible to convene the entire Board. |
| MEETINGS: |
Regular Advisory Board meetings will be held at least three times per year. Special meetings may be called at the discretion of the Advisory Board Chair. A majority of voting members present will constitute a quorum for the transaction of business. |
| OFFICERS: |
The Advisory Board, at its first meeting each year, will elect a Chair and Vice-Chair, whose duties will be those normally associated with those titles. Executive Committee members will also be appointed at that time. |
| FISCAL: |
The fiscal operating agent of NEWIST will be CESA 7, which will administer the operations of the organization. These operations will be governed by the policies and by-laws of CESA 7, as established by it Board of Control. The fiscal operating agent will: 1. Provide staff necessary to provide NEWIST services in support of ITV. 2. Determine each participating local unit's pro-rated share of the cost of providing such services and assess such costs against each participating unit. |
| FUNCTION: |
The Advisory Board may: 1. Advise the fiscal-operating agent on: A. The appointment and salary of the Executive Director, who will be the chief administrative officer of NEWIST; B. The salaries and working conditions of such additional staff as will be required to carry on the work of NEWIST; C. The annual operating budget of NEWIST, including the fee, conditions of membership and manner of assessment of member schools. 2. Assist the Executive Director in the pursuit of additional funding from whatever sources which can assist NEWIST and its member schools to carry forward their work at minimum cost to local schools. 3. Review the results of annual evaluation of NEWIST programs and services. |
| AMENDMENT: |
Amendments to these by-laws may be made by 2/3 vote of the NEWIST Advisory Board. Amendments will be presented at one meeting and a vote taken at the next. |
